An iPhone live wallpaper is a Live Photo, not a video file, so an MP4 cannot be set as a wallpaper directly — no web tool can change that. No, and it would be the wrong format anyway. Browsers can encode H.264 video and WebM, not GIF, so this tool exports MP4. A GIF of a 10-second full-screen loop would also be far larger than the MP4 and limited to 256 colours, which ruins a gradient, and neither iOS, Android nor a Windows wallpaper player takes a GIF as a live wallpaper. iOS wants a Live Photo, everything else wants video.
